Pretty picture: Phragmipedium Don Wimber 4N

tag: Phrag. Don Wimber 4N

Don Wimber is Phrag. Eric Young x Phrag. besseae; I don't know what 4N signifies. (Tetraploid?) There are lots of named clones of Don Wimber; but this particular plant's clone name was unspecified. Possibly that should count as an incomplete tag, but I'll let it slide.

4N does indeed indicate that the plant is a tetraploid.

As Justin said, it does indeed indicate tetraploidy.

As far as whether the tag is incomplete -- not necessarily. If this plant is not a clone then it would not have a clonal name. If, however, the name was written Don Wimber '4N', then the 4N is the clonal name in addition to indicating it is a tetraploid.
